Hello everyone , just picked up an unfinished project 2000 sv1000, so the bike is completely dead no power no where. So what do I need to get it to at least turn over? If the cluster is not plugged in would that be a good place to start? Also what is the bare minimum that this bike needs to turn over?

Welcome to the forum.
First thing to do is find out what you really have because the SV1k wasn't released till 2003.
You will need the cluster p[lugged in to run diagnostics.

I’m realizing that after I saw the thread. I just bought it yesterday, and it was listed as an sv,anyway I think the only difference is the frame
More differences than you might think. The motor is built hotter from the factory, and frame geometry isn't the same.

Huh? Really? I feel stupid. Well thanks
Don't feel bad bro. The TL1000 is an awesome bike. Looking at its condition, I'm sure you were anticipating a bit of work. Good luck!
